The extremely active industry wide campaign to allow electronic general meetings as standard practice does nothing to prevent proxy farming; rather it silently transfers power to the almighty mute button, deprives owners of secret ballot elections, and is contrary to the best interests of condominium home owners. From what I've seen, electronic general meetings are the kiss of death for democratic strata governance, or for democratic governance anywhere in the world.

Voting by proxy should be eliminated entirely and replaced with options for secure remote voting via a truly independent body provided by government. I respect the right of every owner to vote but they don’t need to be accommodated in ways that promote the demise of democracy. At our strata in Vancouver, one person has had control of the vote for 10 years or more with a lot of proxies that are not certified, or if they are, it is certainly not via a fair or transparent process, the certification is against some mystery criteria, by some mystery person doing the certification. The Property Manager won’t answer any questions and uses the passive tense in minutes just stating "the proxies were certified". Yeah right! The owner in control of the voting hired his company with ZERO input of the owners. The PM contract is never reviewed, and the only changes are by addendum, to increase the PM Company's fees. In BC the legislation is already biased in favour of accommodating developers and property management and in fact, we do have a 'duty of care' provision in the ACT but the courts say the duty of council is owed only to the non-entity strata corporation not to owners. Property Managers are not encompassed by the strata legislation and they are protected entirely and just say they answer only to council. They get away with almost any kind of deception, lies, evasion and they coach rogue councillors in doing the same thing.

The big move by property management to eliminate secret ballots is the end of the line. Owning a condo in our province means NO PROPERTY RIGHTS!

Developers and property management companies own Stratas for the duration of their existence, one way or another. It’s really false pretence to sell anyone a condo in the first place. From day one, the default is to refuse maintenance and repairs. Rogue council members work carefully with the Property management companies to make sure the building deteriorates as quickly as possible and then the developers walk back in and buy the place for so many cents on the dollar, usually a rip off. We would be far better off going back to how things were before when anyone living in an apartment was a renter. As stands, we are just financing the developers and in the first place they own some to many of the PM companies, or they are in each other's back pockets. Many PM companies are owned by overseas people who are also owner-investors in the condo buildings. We had one in Richmond, BC that was run like a "benevolent dictatorship" for more than 20 years, as per statements by the judge in one of the many decisions about "Norenger" the developer .. and Norenger also owned the PM company under a different name and the developer's lawyers designed the bylaws that allowed for the dictatorship. Some people think this is a one off. I believe the contrary, that it is common, the norm and owners are duped so badly they cannot see the corruption that prevails. The word "transparency" does not even appear in our strata legislation.
